Two executive orders set an ambitious timetable for federal quantum programs and cybersecurity upgrades, promising rapid shifts in research priorities and national defense planning.
Ambitious efforts in the United States in the field of quantum technologies are underway: Donald Trump signed two executive orders that set the task of building a powerful quantum computer for scientific research and strengthening the cyber defense of government systems, while also bolstering the United States’ position in the race for leadership in quantum technologies with China and the potential impact on science, artificial intelligence, and materials science.
We believe this could happen by 2028.

What the quantum technology orders entail
The orders outline two main directions: first, efforts to protect government computers from cyberattacks related to quantum computing, and the goal of migrating key government systems to post-quantum cryptography by 2030 or 2031.
Quantum computers use the laws of quantum physics to process information, enabling them to solve complex problems much faster than today’s supercomputers. Such systems could decrypt the protections that presently shield computers from hacking, raising concerns about cybersecurity.
The orders emphasize the importance of U.S. leadership in the quantum race against China, with a focus on the prospects for artificial intelligence, materials science, and chemistry, and the need to protect economic and national security from potential threats associated with this technology.
As part of the package, there is also talk of strengthening international cooperation on protecting intellectual property and safeguarding supply chains, given the competitive environment and opponents’ efforts to undermine economic and national interests.
Another area envisions developing plans to deploy quantum sensors and quantum networks over the next five years, enabling quantum solutions to be applied across various…
