For the first time, tripartite conclusions on artificial intelligence in the manufacturing sector have been adopted by government, employer, and worker representatives. The International Labour Organization (ILO) announced that the document was finalized on 17 April after five days of talks in Geneva. It offers guidance to ensure that AI fosters decent work, boosts productivity, and supports a just transition in an industry that employs nearly 500 million people globally.
The conclusions address multiple aspects of decent work, such as upholding fundamental principles and rights at work, employment policies, skills training, occupational safety and health, social protection, and the importance of social dialogue in navigating AI-related changes. Magnus M. Norddahl, the meeting’s chair from Iceland, emphasized that nearly 500 million workers rely on manufacturing for their income and that these conclusions equip governments, employers, and workers to turn technological progress into better jobs, stronger enterprises, and more inclusive growth. Frank Hagemann, Director of Sectoral Policies at the ILO, highlighted that the conclusions emerged from genuine tripartite dialogue on a complex issue, demonstrating that productivity gains and worker protections are complementary objectives.
Experts from labor ministries, industry and technology departments, manufacturing employers, and trade unions representing workers from 54 countries crafted the conclusions. Key recommendations include enhancing skills development and lifelong learning, fostering an environment where enterprises can leverage AI’s productivity benefits, safeguarding fundamental rights and occupational safety and health in AI-driven manufacturing, ensuring decent work conditions, updating regulatory frameworks for AI, and reinforcing social dialogue to manage the transition.
