The Healthcare of Ontario Pension Plan (HOOPP) has appointed Damien Steel as chief technology, data and AI officer, a newly created role that reflects the growing importance of digital capabilities in investment decision-making, risk management and pension operations.

Steel will oversee HOOPP’s technology, data and AI strategy and lead the teams responsible for developing and deploying those capabilities across the organization, according to the pension fund’s website.

He joins HOOPP after serving as founding chief executive officer of Deep Sky, a climate technology venture focused on direct air carbon capture. Prior to Deep Sky, Steel spent more than a decade at the Ontario Municipal Employees Retirement System’s venture capital arm, OMERS Ventures, where he served as managing partner and head of ventures. As chair of the investment committee, he led investments in AI, software, fintech, cybersecurity and climate technology companies, working closely with founders as they scaled their businesses and navigated technology-driven transformation.

Earlier in his career, Steel held investment and corporate finance roles at EdgeStone Capital Partners, KPMG and RSM Richter.

Separately, HOOPP also announced the appointment of Noam Sela as chief pension officer, effective June 1.

The pension fund said Sela joined the organization in January and brings deep pension administration expertise to the role, where he will lead Plan Operations as the company continues to execute its 2030 Strategy. As chief pension officer, Sela is responsible for the delivery of services to HOOPP members and employers, the technology supporting those services and recommendations related to pension policy, according to HOOPP’s website.
