Cloudflare teamed up with browser giants to develop a new privacy standard for the Internet.<\/p>\n

Backed by Mozilla, Google, and Microsoft, the venture centers around the use of Private Access Control Tokens (PACT) to distinguish human users from machine and agentic identities. Under the scheme, sites with strong knowledge of what Cloudflare dubbed \u201cpersonhood\u201d issue anonymous tokens, which are then provided by a user’s browser to other sites as proof of said personhood.<\/p>\n

The scheme was said to spell an end for cookie tracking and tests via internet bugbear CAPTCHA (Completely Automated Public Turing test to tell Computers and Humans Apart), preparing the web for the agentic era where AI agents are likely to outnumber human users online. According to the likes of Cisco, bandwidth capacity will soon be tested by the equivalent of \u201c80 billion\u201d humans.<\/p>\n

According to Cloudflare, PACT can not be leveraged by websites to track or identify either users or their browsing history.<\/p>\n

\u201cThe way we interact with the Internet is facing a fundamental shift. Normal everyday tasks like ordering food previously required a user to personally navigate menus and payment gateways. Now, autonomous agents are starting to orchestrate these workflows on behalf of people,” said Dane Knecht, CTO of Cloudflare. “As AI-powered traffic becomes widespread, existing tools to support its use are too generic and coarse. Now this collaboration lets us eliminate the friction caused by security protocols for every visitor \u2013 whether they are human or agent \u2013 without sacrificing privacy.”<\/p>\n

“The health of the web depends on effective, interoperable, privacy-preserving tools that enable sites to combat abuse without unnecessary user friction. Microsoft is excited to collaborate on developing new standards and helping ensure their deployment across the open web,” added Erik Anderson, director of engineering, web platform at Microsoft Edge.<\/p>\n
