A bipartisan group of House lawmakers introduced legislation Thursday to regulate the development of frontier AI models, with a focus on protecting the nation from cyberattacks and fraud and building an AI-literate workforce.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n

The 269-page draft<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span> of the Great American Artificial Intelligence Act would require large frontier AI developers \u2014 defined as those with more than $500 million in annual revenue \u2014\u00a0to publish frameworks and reports assessing their models\u2019 risks. The bill would codify the National Institute of Standards and Technology (NIST)\u2019s <\/span><\/span><\/span><\/span><\/span><\/span>Center for AI Standards and Innovation<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span> (CAISI) and direct it to certify \u201cindependent verification organizations\u201d (IVOs) that would audit AI firms\u2019 compliance with the transparency requirements.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n

\u201cLarge frontier developers must retain a licensed IVO to verify compliance with their <\/span><\/span><\/span><\/span><\/span><\/span>framework and to ensure the adequacy of the framework and procedures,\u201d lawmakers explained in <\/span><\/span><\/span><\/span><\/span><\/span>a bill summary<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span>. \u201cThese IVOs must be granted sufficient access to company materials, and report their audits to CAISI.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n

Reps. Jay Obernolte, R-Calif., and Lori Trahan, D-Mass., co-introduced the bill along with Reps. Suhas Subramanyam, D-Va.; Scott Franklin, R-Fla.; Scott Peters, D-Calif.; and Erin Houchin, R-Ind.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n

The measure represents one of Congress\u2019s most ambitious AI regulatory efforts to date, and it sparked immediate controversy. <\/span><\/span><\/span><\/span><\/span><\/span>Civil society organizations<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span>, AI safety advocates and <\/span><\/span><\/span><\/span><\/span><\/span>labor groups<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span> criticized its preemption of state AI laws, with <\/span><\/span><\/span><\/span><\/span><\/span>one advocacy group saying<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span> it would be \u201ca generational mistake\u201d to prevent states from \u201caddressing emerging AI harms.\u201d <\/span><\/span><\/span><\/span><\/span><\/span>On Capitol Hill<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span>, Democrats criticized the preemption language while Republicans said regulation could undermine innovation.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n
