Similarly, a webpage — https://statistics.energy.gov.ng/ — linked to the main website has no privacy policy, even though it collects personal data like names and email addresses.

Under the footnote of the statistics webpage, the Home, About, Facebook and Twitter menus, which are supposed to direct visitors to appropriate pages either within or outside the website, led nowhere. Even Terms and Conditions was inactive when FIJ clicked on it.

These are considered a breach of the Standards and Guidelines for Government Websites issued by the National Information Technology Development Agency (NITDA).

No privacy policy on the main website

Dead links on a webpage linked to the main website

READ ALSO: Ministry of Defence Violates Data Laws on Its Official Website

The NITDA guidelines are aimed at improving the quality, reliability, accuracy and accessibility of online information of Nigerian government institutions at all levels and to ensure consistent experience for all users.

Per the provisions of the guidelines as well as the National Data Protection Act (NDPA) 2023, public institutions are required to display a clear and accessible privacy policy statement on their websites, stating what personal data is collected, how it will be processed, for what purpose and for how long the data will be retained.

The NITDA guidelines also explicitly direct public institutions to conduct self-audits and website maintenance to enhance information integrity and monitor website reliability.

On self-audits, Section 11.2.2 of the NITDA guidelines states:

“A proactive approach to web management is to undertake self-audits.
This internal review should involve:
i.
