Urges Increasing the Rainy Day Fund to 16% of Tax Revenues as Possible Economic Shocks and Loss of Revenue Threaten Vital City Services <\/p>\n

New York, NY<\/span>\u00a0\u2014\u00a0New York City Comptroller\u00a0Mark Levine\u00a0today\u00a0<\/span>issued a new report<\/span>\u00a0that examines the possible impacts artificial intelligence\u00a0(AI)\u00a0could have on New York City\u2019s economy, providing the first\u00a0local\u00a0assessment of\u00a0how this rapidly advancing technology\u00a0could profoundly\u00a0impact\u00a0jobs,\u00a0wages,\u00a0tax revenue, and\u00a0key industries.\u00a0Comptroller\u00a0Levine\u00a0said\u00a0the\u00a0risk posed by AI in the next few years requires the\u00a0City to\u00a0bring\u00a0the\u00a0Revenue Stabilization Fund\u00a0(the\u00a0\u201crainy\u00a0day\u00a0fund\u201d) to 16% of tax revenues.\u00a0Currently the\u00a0rainy day\u00a0fund\u00a0and the Retiree Health Benefit Trust hold 8.5% of\u00a0projected\u00a0Fiscal Year\u00a02026\u00a0tax revenues.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cThere is no city in America more exposed to both the promise and peril of artificial intelligence than New York City.\u00a0AI\u00a0is\u00a0already\u00a0having\u00a0an\u00a0impact on\u00a0our\u00a0economy\u00a0and we\u00a0cannot afford to sleepwalk\u00a0into this new age,\u201d said\u00a0<\/span>New York City Comptroller Mark Levine<\/span>. \u201cThe\u00a0enormous\u00a0uncertainty that AI presents\u00a0to\u00a0our\u00a0local\u00a0economy\u00a0is\u00a0no excuse to not prepare.\u00a0My commitment as\u00a0comptroller<\/span>\u00a0is to help New York City understand and shape the most dramatic technological revolution in our lifetimes<\/span>.\u201d<\/span><\/p>\n

The report\u00a0maps a range of\u00a0scenarios\u00a0that\u00a0illustrate\u00a0the\u00a0economically transformative\u00a0potential of AI\u2019s adoption.\u00a0The scenarios are based on Moody\u2019s Analytics\u00a0reports\u00a0and\u00a0on\u00a0original work.\u00a0The first, with a 35%\u00a0probability\u00a0of occurring, is\u00a0an\u00a0<\/span>AI-empowered economy<\/span>\u00a0that\u00a0would boost productivity with limited economic disruption. The remaining scenarios are\u00a0<\/span>AI\u00a0falls\u00a0flat\u00a0(25%)<\/span>,<\/span>\u00a0<\/span>which would be marked by\u00a0the\u00a0AI\u00a0investment boom fizzling out and markets retreating;\u00a0<\/span>job replacement\u00a0(20%)\u00a0<\/span>where\u00a0automation displaces…<\/span><\/p>\n
