The report was released during NASCIO&#8217;s Midyear Conference in Philadelphia.<\/p>\n<p>The worries were perhaps best summed up in this statistic: The number of CISOs who said they were \u201cvery\u201d or \u201cextremely\u201d confident in their ability to protect data dropped from 48 percent in 2022 to 22 percent in 2026.<\/p>\n<p><span data-bsp-pv=\"4f8e492c-6f2f-390e-bc61-f176d3a37ab9\"\/><span data-bsp-pv=\"0000019d-cbb5-d961-adbf-dffd6ea20000\"\/><br \/>\u201cThe cyber threat landscape is not improving \u2014 at all,\u201d said Mike Wyatt, partner and principal at Deloitte, during the conference.<\/p>\n<p>Tied into this were a host of specific concerns. At the top of that list: a \u201cbleak\u201d budget picture in many states. Eight states reported shrinking cyber budgets, a phenomenon that was absent in 2024\u2019s report. While substantial budget increases were common last time, more than half the states in 2026 reported flat cyber budgets or only small increases.<\/p>\n<p>Speaking during a breakout session, Michigan Chief Security Officer Rex Menold said framing cyber funding in terms of business risk helps lawmakers understand its importance.<\/p>\n<p>\u201cUltimately it comes down to we\u2019re trying to lower risk for you, the people in the state of Michigan, and you represent them,\u201d he said. \u201cSo we want you to understand when you\u2019re making decisions \u2014 frankly, business decisions \u2014 how that impacts our state, how you impact my township.\u201d<\/p>\n<p>Reduced federal support likely played a role here; since Donald Trump\u2019s second inauguration, the government has scaled back state and local governments\u2019 cyber resources.
