The measure, HB 692, was passed today by the House Standing Committee on Small Business and Information Technology.<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:14px;\">\u201cThis bill is a continuation of my efforts to protect Kentucky consumers and their data,\u201d said Branscum. \u201cSmart television devices are collecting a digital fingerprint with each use, and this bill increases protection for consumer privacy.\u201d<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:14px;\">HB 692 amends current Kentucky law to include definitions for smart monitor and automatic content recognition. Automatic content recognition is the collection of content consumption data, on a smart TV or smart monitor, for streaming metrics, personalized advertisements, and content recommendations, among other things. The measure amends what is currently considered sensitive data to include automatic content recognition data. Sensitive data cannot be collected without consumer consent, so, with HB 692, consumers are protected from this kind of data collection unless they opt-in.<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:14px;\">\u201cAdvancements in technology can improve a consumer\u2019s experience, but they can also result in encroaching on the consumer\u2019s rights to privacy,\u201d said Branscum. \u201cI am thankful for the committee\u2019s recognition of the importance of keeping Kentucky consumer data secure and for their passage of this bill.\u201d<\/span><\/p>\n<p>\u00a0<\/p>\n<p><span style=\"font-size:14px;\">HB 692 now moves to the House floor for further consideration.
