Communication, Telecommunications and Digital Economy Alioune Sall announced that the country was planning on giving <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">free Internet access to one million people<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> by the end of 2026, particularly those who reside in remote areas.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">In February this year, Senegalese President Bassirou Diomaye Faye officially <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">launched the Universal Connectivity initiative<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> aimed at providing one million residents with Internet access so as to bridge the digital divide.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">According to the President, the launch is set to make digital technology an instrument for territorial inclusion, access to equal opportunities and social justice.\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">It also commits the country to universal digital access as a lever for human capital transformation, job creation and sovereignty.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">However, two days prior to the launch of the Universal Connectivity program, the Directorate of File Automation (DAF) was <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">hacked<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">.<\/span><\/p>\n<p operates under the Ministry of Interior and Public Security and oversees the management of the country\u2019s biometric population register and issues identity documents including national ID cards, passports and residency documents.\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The cyberattack was <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">reportedly conducted by a hacker group<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> called the Green Blood Group taking a large cache of data which includes biometrics, identity records, birth records and immigration files.<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"Vulnerability of Senegal's cyberspace\u00a0\" style=\"scroll-margin-top:10rem;scroll-snap-margin-top:10rem\">Vulnerability of Senegal&#8217;s cyberspace\u00a0<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">As of the end of 2025, Senegal&#8217;s <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">online penetration stood at 60.6%<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">, however, only <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">3% of rural households\u00a0<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">have access to the Internet, hence the need for the Universal Connectivity initiative.\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Although Senegal has one of the <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">fastest Internet speeds in West Africa<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">, the country has already undergone two serious cyberattacks within a space of only a few months.\u00a0<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">In October 2025, the country&#8217;s national tax authority the Direction G\u00e9n\u00e9rale des Imp\u00f4ts et des Domaines (DGID) was reportedly <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">hacked by the Black Shrantact<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> which took approximately 1TB
