South Korea Drops Data Privacy Requirement for Autonomous Vehicle Testing<\/a><\/p>\n

South Korea\u2019s National Assembly approved\u00a0amendments\u00a0to the Act on Promotion and Support for Commercialization of Autonomous Vehicles during Thursday\u2019s plenary session.<\/p>\n

The\u00a0key\u00a0revision allows automakers and other entities with vehicles under temporary driving permits to use video data collected from\u00a0autonomous vehicles\u00a0for performance and safety improvements in R&D\u00a0without requiring anonymization or pseudonymization.<\/p>\n

Previously, operators were required to blur or anonymize personal information \u2014 such as faces and license plates \u2014 before using video footage in development, a requirement that slowed the data pipeline for training autonomous driving systems.<\/p>\n

The decision comes as South Korea continues to\u00a0expand its role as a\u00a0testing ground for autonomous driving technology, supporting domestic brands like Kia and Hyundai\u00a0as well as\u00a0international ones such as Tesla.<\/p>\n

How the Law Has Evolved<\/h2>\n

The Act on Promotion and Support for Commercialization of Autonomous Vehicles was first proposed by the Chair of the Land, Infrastructure and Transport Committee in April 2019\u00a0to provide legal support and incentives for AV technology development and commercialization.\u00a0<\/p>\n

It\u00a0was officially promulgated\u00a0in\u00a0July 2021, establishing the basic regulatory framework,\u00a0including\u00a0rules for designated autonomous vehicle testing zones and certification systems to support connected and cooperative driving infrastructure.<\/p>\n

In March 2024, the National Assembly passed a\u00a0further\u00a0revision\u00a0of the Act, expanding the regulations to better prepare for Level 4 automation and commercial deployment.<\/p>\n

That revision\u00a0officially took effect last March.<\/p>\n

On Tuesday, the Ministry of Land, Infrastructure and Transport (MOLIT) announced a legislative notice for a partial amendment to the Act, collecting public opinions until Thursday. <\/p>\n
