New research from Apptio, an IBM company, shows cybersecurity is edging ahead of AI in the battle for UK technology budgets, despite intense board-level pressure to invest in innovation.<\/p>\n

Data from Apptio\u2019s latest Technology Investment Management Report indicates that 57% of UK tech leaders rank cybersecurity as their top investment priority, compared with 51% who cite AI. The figures point to what the company describes as a growing tug-of-war for funding between risk reduction and innovation initiatives.<\/p>\n

According to the study, most organisations are not relying on new funding to support these programmes. Instead, 69% are financing new projects by reallocating existing budgets, putting AI and cybersecurity efforts in direct competition for the same resources.<\/p>\n

The report, based on a global survey of technology and finance leaders, also finds that overall tech budgets are rising, but confidence in return on investment is not keeping pace. Three quarters of respondents report increased IT and software investment, with a quarter seeing significant jumps, yet many executives remain unsure they can clearly link spend to business outcomes.<\/p>\n

Ajay Patel, GM of Apptio, said that stronger financial discipline and clearer visibility are becoming central to technology strategy. He argues that organisations need better alignment between financial and operational data so that spending decisions can be defended at board level and tied directly to measurable value.<\/p>\n

The research also suggests that AI investment is largely being funded internally rather than through net-new budget. Around two thirds of AI spend is expected to come from existing allocations, increasing pressure on IT leaders to justify trade-offs and reprioritise projects.<\/p>\n

Apptio says this environment is driving greater focus on technology business management, FinOps and portfolio governance, as enterprises seek tighter control and clearer outcomes from cloud, AI and cybersecurity investments.<\/p>\n
