The Ministry for Digital Transformation and Public Service has suspended the award of the cybersecurity lot of the CORA III contract due to a lack of budgetary coverage, after the Imserso, INGESA, and DGRCC annulled the accounting documents linked to the file.

The blockade affects a tender of more than 100 million euros within a project of 340 million with which the Government seeks to centralize the telecommunications and communications of more than 85 public bodies for 3.7 years. The paradox is that the tender is halted not by a technical problem, but by the withdrawal of funding for a service that the Executive has had to extend to avoid a protection gap.

The tribunal returned the contract to Telefónica before the suspension

The paralysis comes after several twists in the award process. The Central Administrative Court of Contractual Appeals first annulled the award to a temporary union of companies formed by Orange, TRC, and Mnemo after upholding an appeal by Telefónica for non-compliance with equality plan requirements.

Later, the Contracting Board excluded Telefónica again. The operator filed a new appeal, and the same tribunal ruled in its favor again, with a resolution ordering its reinstatement as the awardee of the lot.

With that background, the file had been channeled legally, but not economically. The suspension now agreed by the Contracting Board puts the formalization of the contract on hold until sufficient credit is available again.

The Government extended the service to avoid a protection gap

Given this scenario, the Executive approved a temporary extension of the cybersecurity services already provided by Telefónica and Indra through a negotiated procedure. The measure seeks to maintain coverage while the main tender remains blocked.
