National security should be more serious in developing and strengthening the digital footprint in data networks and communications. Cyberterrorism and network hacking has become increasingly worrisome as digital access and breaches have infiltrated both personal and financial records.

Breaches have given the digital thieves free money and if personal data is what they took, then ransom money because of an organization being held hostage. But the most frightening is the infiltrated access to the infrastructures that involve communications, utilities and financial institutions.

Bringing systems chaos to these infrastructures can be catastrophic and crippling to the livelihood of everyone. So, why is national security putting more resources into tracking sea and air capabilities when so-called cyber-terrorism is already in our backdoor?

What economic funding impact will Guam have to face in the upcoming budget cycle for cybersecurity? This is a significant budget item that requires serious funding.
